Support to SMEs in rural areas

The project supports the creation of employment opportunities, especially for women, through investment and non-financial support for rural SMEs, leading to increased rural job creation. Activities support the creation and diversification of rural businesses, specifically MSMEs, assistance to agri-food SMEs in making investments that allow them to comply with EU food safety standards, creating new jobs, attracting foreign investment, and decreasing migration flows from rural to urban areas or even abroad.

Objectives

The overall objective of the project is to contribute to the improvement of the quality of rural life for sustainable development of the Republic of Moldova. Specifically, the project aims to reduce economic and social disparities in rural areas through the introduction of active employment initiatives through the development of rural small and medium sized enterprises (SMEs).

Activities

  • Financial Support to third parties under the National Programme for the Attraction of Migrants’ Remittances into the Real Economy of the Republic of Moldova (PARE 1+1).  The programme operates on the ‘1+1’ principle, with every euro invested by the migrant supplemented by the programme with another euro for business plan implementation. PARE 1+1 includes both financial support (through Calls for Proposals) and non-financial support (awareness-raising and training of entrepreneurial migrants and first-degree relatives, support for business plan development)
  • Financial support to third parties under the Women in Business Programme (WiB) which includes training and consultancy for women entrepreneurs, as well as investment grants.

Results

The action provides capitalisation to the PARE 1+1 and Women in Business programmes, supplementing the state budget allocations Overall, the action aims to achieve the following results:.

  • At least 250 business benefit from investment grants disbursed through the PARE 1+1 Programme by end 2020

  • At least 75% of all PARE 1+1 Programme beneficiaries report increase in turnover or employment by 2020

  • 300 pre-start-ups, 100 start-ups and 10 growth businesses have received advisory support and/or investment grants through the WiB Programme by end 2020

  • At least 75% of all WiB beneficiaries report increase in turnover or employment by 2020
