Working group meeting to discuss implementation of Georgia SME Development Strategy

On 15 February in Tbilisi, Georgia, a first meeting of a public-private working group will focus on monitoring systems as a key aspect of effective implementation of the SME Development Strategy, as part of the EU4Business project ‘From Policies to Action’. An initial assessment on progress made in the implementation of the 2016-2017 Action Plan will also be presented.

The meeting will be structured in three sessions:

  • Session 1: Improving Georgia’s monitoring system for a better implementation of the SME strategy. This session will focus on the monitoring system and process as key aspects for an effective implementation of the SME Strategy. Participants will discuss the current monitoring system in place and share international good practice for monitoring and reporting on implementation of strategies and action plans.
  • Session 2: Key performance indicators as an essential part of effective monitoring systems. This session will concentrate on the role of key performance indicators in the monitoring system, allowing stakeholders better to assess the results and impact of implemented policies and develop result-oriented indicators based on the overall targets set in the SME strategy.
  • Session 3:  Implementation status of the Georgian SME strategy and priorities going forward. This session will focus on an initial assessment of the implementation of Georgia’s SME strategy. Participants will discuss gaps and priorities for the upcoming Action Plan 2018-2020, as well as key performance indicators to better assess the impact of SME policies

Project context

Georgia, with the support of the OECD, has adopted an SME Development Strategy 2016-2020. An Action Plan 2018-2020 is currently being developed and the Ministry of Economy and Sustainable Development of Georgia has requested the OECD’s assistance in: assessing the implementation of the SME Strategy so far, identifying outstanding issues for developing the SME sector in Georgia, supporting the preparation of the new Action Plan 2018-2020 and improving the monitoring system to better assess the results of its implementation.

The overall objective of the project is to build capacity in Georgia’s institutions to implement and monitor the SME strategy Action Plan. In order to meet this objective, the project will focus on the following activities:

  • Strengthen public-private dialogue through regular Working Group meetings involving international experts, Georgian stakeholders and the OECD;
  • Provide support in establishing a better monitoring system for the SME strategy Action Plans, including the design of result-oriented key performance indicators;
  • Develop recommendations for better implementation of the SME strategy Action Plans.

The main beneficiaries of this project are the Ministry of Economy and Sustainable Development, the SME Agency ‘Enterprise Georgia’, ‘GITA’, and other SME stakeholders involved in the implementation and monitoring of Georgia’s SME strategy Action Plan.
