On 29 November 2018, the OECD will organise the first workshop on SME strategy monitoring in the Moldovan capital Chisinau in the framework of the EU-funded project ‘EU4Business: From Policies to Action’.

The workshop will focus on the monitoring system and monitoring process as key aspects for an effective implementation of the SME Strategy. It will discuss good practice tools on monitoring, reporting and implementation of SME strategies and action plans, and provide an opportunity to review Moldova’s current monitoring system. The workshop will also initiate a discussion on potential key performance indicators to be used in the Moldovan context to assess the results and impact of Moldova’s SME strategy.

The workshop will be structured in two sessions:

Session 1: Improving Moldova’s current monitoring system for a better implementation of the SME Action Plan 2018-2020. The session will provide good practice tools and initial assessment of the 2015-2017 monitoring report and recommendations for the 2018-2020 monitoring document.

Session 2: Key performance indicators as an essential part of effective monitoring systems. This session will share key performance indicators based on international examples and will be an opportunity to discuss the possible KPIs for Moldovan SME Strategy.

Building on the findings and recommendations of the SME Policy Index 2016, the Government of Moldova has taken important steps to improve its policy environment for SMEs, in particularly by advancing the implementation of Moldova’s SME Development Strategy 2012-2020 through the SME Action Plan 2018-2020.

In this context, the OECD is providing support to the Ministry of Economy and Infrastructure in improving the monitoring and evaluation system to better assess the results of the implementation of the SME Strategy 2012-2020.

The workshop will be attended by representatives from the Ministry of Economy and Infrastructure, the Organisation for SME sector development (ODIMM) and other SME stakeholders involved in the implementation and monitoring of Moldovan SME Development Strategy and its Action Plan 2018-2020.

The EU4Business: From Policies to Action project is implemented by the OECD and supports competitiveness and business environment reforms in the Eastern Partnership countries, working both at country and regional level.
