The Platform for Effective Regulation (PRO) – launched by the Better Regulation Delivery Office (BRDO) in the framework of the EU4Business FORBIZ project – is holding an event in Lviv on 22 February to present its concept for the development of the market in electric vehicle charging stations and how best to promote its implementation.

During the event, a Memorandum of Cooperation on the development of the infrastructure of electric vehicle charging stations will be signed between the Lviv City Council and the BRDO.

The development of electric vehicles in Ukraine is constrained by the absence of necessary infrastructure, in particular electric vehicle charging stations. Electric vehicle operation requires the settlement of a number of issues: creation of transparent conditions for grid connection, legal definition of the product on the market, regulation of the charger's status, etc.

An in-depth analysis of the sector regulation, conducted by BRDO, has revealed significant barriers for the development of the marker for electric vehicle charging stations. In order to create a regulatory framework for the market and integrate it with the electricity market of Ukraine, the BRDO has developed the Concept for electric vehicle charging stations market development. In December 2017, the document was presented in Kyiv, and later revised in the light of proposals from market participants.

Part of the EU4Business initiative, the EU-funded FORBIZ project supports Ukraine’s reform agenda and its economic recovery by proposing a systemic change to a more business-friendly environment with a particular focus on SMEs. The project seeks to steer a shift in policy towards greater recognition of SMEs and the vital role they play in economic recovery, while addressing the challenge of reducing regulatory burden and lessening risk for businesses.
